Compensating the victims of North Carolina’s forced-sterilization program

First highlighted by Daren Bakst, my friend and former colleague here at John Locke, North Carolina’s forced-sterilization program was a complete failure by all three branches of government to protect citizens. The legislature approved it, the executive branch implemented it, and the judiciary deemed it constitutional (the ruling in In Re Moore of 1976 is especially atrocious; it declared it the legislature’s “duty” to enact sterilization laws and “limit a class of citizens in its right to bear or beget children with an inherited tendency to mental deficiency, including feeblemindedness, idiocy, or imbecility,” so as to “protect the public and preserve the race from the known effects of the procreation”).

The eugenics program, which spanned five decades, from 1929 to 1977, was an idea pushed by “progressives” whose intent was to further human evolution by preventing “undesirables” from reproducing, leaving reproduction to “desirable” members of society. North Carolina wasn’t alone, as we were joined by 30 other states in an idea that also fascinated and occupied Nazi Germany.

North Carolina‘s forced-sterilization program began before the Nazis’, and it lasted longer — in fact, over three-fourths of the approximately 7,600 victims were sterilized after 1945. The eugenics campaign included campaign literature that would sicken anyone with a healthy appreciation of human rights and liberty. The appendices of Bakst’s report offer a couple of examples. For sheer creepiness, nothing beats the pupil-less blue eyes of what I dubbed “Baby Eugene” in the “You Wouldn’t Expect…” cartoon booklet of 1950. And then there is “The Lucky Morons” poem by Dr. Charles Gamble, a prominent member of the Human Betterment League of North Carolina, which concludes:

… And there weren’t any children’s
mouths to feed — although
they wouldn’t have
known why if
the operation hadn’t
been explained to them.
And with just the two in the
Family, they kept on
being SELF SUPPORTING,
and they were very thankful they lived
in NORTH CAROLINA.
And the WELFARE DEPARTMENT
DIDN’T have to feed them
and the SCHOOLS didn’t
have to waste their efforts on
any of their children who weren’t very bright.
And because they had been
STERILIZED, the taxpayers of
North Carolina had
saved
THOUSANDS OF DOLLARS
and the North Carolina MORONS LIVED
HAPPILY EVER AFTER.

As Bakst and others have argued, because the forced-sterilization program was a government-wide abuse of her own citizens by the State of North Carolina, it was incumbent upon the state to acknowledge its wrong and take steps to address it. Compensating the living victims of the forced-sterilization program is a proper response, but getting the state to that point hasn’t been easy. It was a late casualty of budget negotiations last year, for example.

Not this year. The state budget bill recently finalized sets aside $10 million in a reserve fund for compensating victims of the state’s forced-sterilization program, to be divided equally among qualified recipients. This compensation would be excluded from consideration as income, resources, or assets. Also, the state would guard the confidentiality of claimants, whether or not they are proven qualified to receive compensation.

In a groveling public display earlier this week, the Department of Defense announced plans to increase its public affairs efforts due to the devastating effect independent media is having on the Pentagon’s ability to control its news, more specifically, its ability to quash negative news stories before they go viral.

On Thursday, the DoD bemoaned DrudgeReport.com and the fact that, because of citizen journalists, social media and other online platforms reporting news in real time, the public is more quickly becoming aware of the constant patterns of contradictions and habitual lying by a government long ago captured by a group of corrupt interests.

“..we cannot hide our bad news stories. Bad news gets out one way or the other and we must come to terms with telling bad stories as well as the good,” the secretary of defense for public affairs, George Little, stated at the Defense Media Activity’s headquarters on Fort Meade in Maryland.

“When bad things happen, the American people should hear it from us, not as a scoop on the Drudge Report,” Little said.

When it came time for a brief question and answer segment, Staff Sgt Hostutler, a junior enlisted member of Air Force production, highlighted that many in her position feel that, as a result of recent spates of negative publicity, the American people are just not buying their stories anymore, making it difficult to execute positive spin effectively.

“My question is: you mentioned that we need to start telling the story about the bad news as well as the good, and the issue I see that we’re facing… It seems like we have this culture in our career to kinda glaze over these issues and put out this positive press, and “No, our jets are fine,” and so with the good and the bad, I don’t think the American people actually trust us to deliver accurate information.

“What’s the plan to change that in the way ahead, because to continue the way we have, to continue to put that positive spin, it feels like we’re losing a lot of our audience because they’re not listening, because we keep saying the same thing over, everything is okay, and it’s not…

“… Is there a plan to kinda change the way that we think? Because as it is, a lot of people, from what I can see, are going through, “We’re putting out mindless propaganda,” is what some of us feel that we’re putting out and what the American people feel that we’re putting out, so how do we change this?”

In essence, this is a signal of defeat to the power that is independent media, and shows just how large of an effect it is having. Alex Jones lends his analysis:

“Just as the term ‘Google’ became synonymous with ‘search engine,’ DrudgeReport.com has become the catchword for all independent forms of journalism alive on the web today.”

Jones believes Drudge’s mention in the DoD speech is a testament to how legit and credible Drudge really is. This is the reason why the news aggregator has so frequently been the target of naysayer critics ranging from exiting-DHS secretary Janet Napolitano to White House Press Secretary Jay Carney to White House Senior Advisor Dan Pfeiffer, who said that Drudge’s stories actively “hurt” the White House’s message “on a daily basis.”

On one hand, the government has revealed it is not invincible to the onslaught of curious, honest and hard-working journalists eager to obtain and report the truth. It shows just how vulnerable the man behind the curtain really is; in all his power, he’s upset over the few forms of media he can’t control.

With Drudge continually pouring out their contradictions, the federal government is finding it harder to keep their stories straight and consistently gets caught off-guard.

On the other hand, the DoD’s announcement that it will become more “engaged” with journalists is even more unsettling in light of the fact that just two weeks ago the CIA was given a green light to flood America with even more government propaganda.

The fact that they’re openly announcing their intent to infiltrate the media means they’re ready to move forward with plans to squelch the First Amendment.

Indeed, this is the opening salvo public announcement of open war on the power of the press.

“This is a completely cynical move by the Pentagon,” Alex says. “They’ve been engaged forever in domestic psy-op operations, but now that they’ve been blown wide open by alternative media, we’re seeing the psy-op of cognitive infiltration.

“They say they’re going to reach out to the media (that means persuading members of the alternative media with money as well) basically setting up operations against it, but they’re announcing, ‘This is not an assault! We’re your friends! We come in peace! We promise we’ll be truthful and we’re gonna communicate! Listen to us!’ It’s actually the opposite. This is the Pentagon, psy-warfare and cyber-security all declaring war on the First Amendment.”

“The only huge website out there that you can call mainstream but also alternative that is really challenging the establishment is the Drudge Report, which should be considered a world treasure, along with all other alternative media.

“We shouldn’t be demoralized by this development, we should be excited, because this shows we’re having an effect in keeping freedom alive and spreading it worldwide.”

Rolling Stone journalist Michael Hastings’ body was cremated against his family’s wishes, destroying potential evidence that could have contradicted the explanation that he died as a result of an accident, according to San Diego 6 reporter Kimberly Dvorak.

Hastings was killed in the early hours of June 18 in the Hancock Park neighborhood of Los Angeles when his Mercedes crashed into a tree at high speed and exploded into flames, sparking theories that the journalist, who was working on a major exposé of the CIA, could have been assassinated.

Stating that she had spoken with several close friends of the family, including Alex Jones Show guest Staff Sergeant Joe Biggs, Dvorak said, “A close family friend did confirm that Michael’s body was sent home in an urn, meaning he was cremated and it wasn’t the request of the family….in fact the family wanted Michael’s body to go home.”

Dvorak said the decision to cremate Hastings against his family’s wishes was “shocking” because it ensured that evidence of any substance (or indeed the absence of any substance) inside his body was lost. According to Hastings’ family, the journalist had not drunk alcohol for five years.

Dvorak added that Hastings had spoken with an attorney before his death who has all the details about the story Hastings was working on. Hastings refrained from telling his wife about the story “because he said he wanted to protect her from knowing anything so if anything were to happen to him nothing could happen to her,” said Dvorak.

Hastings wife has now hired a private investigator to look into the writer’s death, according to Dvorak.

Dvorak also revealed that she had personally been threatened as a result of her efforts to investigate Hastings’ death on behalf of San Diego 6. Aside from Infowars, the news channel is the only media organization asking questions about what happened.

“Despite the LAPD’s categorization of the Hasting fatal accident as a “no (evidence of) foul play,” LAPD continues to ignore FOIA (CPRA in Calif.) requests made by San Diego 6 News for the police report, 9/11 call, autopsy, bomb squad and toxicology reports, or make the Mercedes available for inspection which only fuels conjecture,” writes Dvorak.

As we reported earlier this month, Dvorak’s investigation also uncovered the fact that police and firefighters in the area have been given a gag order and told not to talk to the media about Hastings’ death.

Although the LAPD ruled out foul play days after the incident, automotive experts questioned why Hastings’ brand new Mercedes exploded into flames with such ferocity and why the engine was found 150 feet behind the vehicle.

Former counter-terror czar Richard Clarke reacted to the news by telling the Huffington Post that the fatal crash was “consistent with a car cyber attack.” Academic studies show that it is relatively easy to hack and remote control a modern day vehicle.

Hastings sent out an email to friends and colleagues 15 hours before his car crash stating he was “onto a big story” and needed “to go off the rada[r] for a bit.”

According to colleagues, Hastings was “incredibly tense and very worried, and was concerned that the government was looking in on his material,” and also a “nervous wreck” in response to the surveillance of journalists revealed by the AP phone tapping scandal and the NSA PRISM scandal.

After Wikileaks reported that Hastings had contacted them a few hours before his death complaining that he was under FBI investigation, other friends confirmed that the journalist was “very paranoid” about the feds watching him.

Hastings routinely received death threats as a result of his hard-hitting journalism, particularly in relation to his 2010 exposé of Gen. Stanley A. McChrystal.

Hastings’ close friend Staff Sergeant Joe Biggs, who told Fox News that the journalist “drove like a grandma” and was working on “the biggest story yet” about the CIA before his death, joined Alex Jones yesterday to discuss latest developments and his plans to personally investigate Hastings’ death on behalf of Infowars.

Police and firefighters in Los Angeles have been ordered not to speak to the media about the deadly crash involving Rolling Stone journalist Michael Hastings, fueling speculation that some form of cover-up could be underway.

San Diego 6 journalist Kimberly Dvorak says she was unable to obtain the police report concerning the crash despite the fact that the LAPD already ruled out “foul play” days after the incident.

A gag order has also been placed on cops and firefighters who both responded to and investigated the crash, which occurred in the early hours of June 18 in the Hancock Park neighborhood of Los Angeles.

“When you go to the LA police department and you go to the fire department….they all said they couldn’t comment and some of them said they were told not to comment on this story,” said Dvorak.

The journalist added that she talked to “military personnel” who commented that the inferno which consumed Hastings’ Mercedes was an extremely hot fire that “is not something you normally see with a car like this,” and that Mercedes itself was waiting to hear from the LAPD but has not been contacted.

Dvorak also noted that the engine from Hastings’ vehicle was found 150 feet behind the car, contradicting testimony from two university physics professors who said that “the engine would go with the forward velocity of the (vehicle).”

Highlighting the absence of skid marks on the road, Dvorak said she was inclined to surmise that the car either malfunctioned or “there was something on the car that allowed that to trigger and blow up,” noting that Mercedes denied their vehicle could have exploded in the manner seen in the incident that killed Hastings.

Dvorak also mentioned two separate academic studies out of the University of Washington and the University of California, San Diego which both detail how modern cars can easily be hacked and remote controlled, a premise also raised by former counter-terror czar Richard Clarke, who told the Huffington Post that the fatal crash of Hastings’ Mercedes C250 Coupe was “consistent with a car cyber attack.”

As we previously reported, questions surrounding Hastings’ untimely death have emerged primarily because the journalist was working on “the biggest story yet” about the CIA before he was killed.

The writer also sent out an email 15 hours before his car crash stating he was “onto a big story” and needed “to go off the rada[r] for a bit.”
